MTNL is offering this service for its customers in Mumbai only barring its Delhi customers. Unlike other mobile operators, MTNL will give you a 4-digit secret

Transfer the Key by dialing its toll-free number 1503 or 9869012345 from your trump mobile number.

Now with this Transfer key,  you may transfer talk time from Rs 5 to Rs 50  by dialing the following number (other mobile operators facilitate this service by SMS)

*450#‹Transfer key›*‹Transfer Amount in Rs›*‹Receiver number›#

Now suppose you as MTNL prepaid customer got the secret transfer key 3456 and want to transfer talk time worth Rs 50 to your friend whose mobile number is 9868012345, then you have to dial the following strings from your mobile.

*450#3456*50*9868212345#

Rs 50 +Rs 10 (processing fee) =Rs 60 will be deducted from your mobile number.

Yes, Rs 10 is the processing fee on a transfer of Rs 50 however, for transfers of up to Rs 15, MTNL will charge a flat Rs 3 per transaction.

In the present time when many websites offer online recharge with free benefits in the form of gift vouchers, it is doubtful that customers will use this service at such a high cost in the name of processing fee.
